Understanding rent regulation in LA County

Rent regulation in Los Angeles County works in layers. Statewide, the Tenant Protection Act (AB 1482) caps annual increases for most residential rentals more than 15 years old. On top of that, the City of Los Angeles applies its Rent Stabilization Ordinance (RSO) to most multifamily buildings first occupied before October 1, 1978 — and several other cities, including Santa Monica, West Hollywood, Beverly Hills, Culver City, Pasadena, and Inglewood, maintain their own local ordinances. Unincorporated areas of the county are covered by a county-level ordinance.

Which layer applies depends on the property’s exact location, age, and type — a Cerritos rental home faces only state law, while a 1970s fourplex in Koreatown is squarely inside the LA RSO. Identifying the applicable rules is one of the first things we do when reviewing a property, because it shapes rent strategy, notices, and compliance obligations from day one.

JDW Management does not currently accept properties subject to the City of Los Angeles RSO. Properties governed only by AB 1482 or located in cities without local rent control are welcome.

What is the LA RSO, and does it affect my property?

The City of Los Angeles Rent Stabilization Ordinance generally covers rental units in buildings with two or more units first occupied before October 1, 1978, within the City of Los Angeles. It limits annual rent increases and adds specific procedural requirements. JDW Management does not currently accept RSO properties; if you're unsure whether yours is covered, the city's housing department offers an address lookup and we can review it with you.

Which LA County cities have their own rent control?

Beyond the City of Los Angeles, several cities layer local rent regulation on top of state law — including Santa Monica, West Hollywood, Beverly Hills, Culver City, Pasadena, Inglewood, and others, plus a county ordinance covering unincorporated areas. Cities like Cerritos have no local ordinance, so only statewide AB 1482 applies. We confirm the applicable rules for your specific property during the proposal process.
